High Risk Traffic Stops
Hosted by the Lakewood Police Department
Explorers conducted a high risk vehicle stop on a vehicle whose occupants are believed to have been involved in a violent crime. There were one or more subjects in the vehicle. Explorers were expected to remove all subjects from the vehicle and ensure the vehicle is safe, using appropriate techniques for both.
Key judging points included: · Officer safety · Removing subject(s) from vehicle · Arresting/detaining, controlling, and securing subject(s) · Team communication, spirit, and enthusiasm · Preparedness

Crime Scene Investigation

Explorers responded to a crime scene. The explorers were expected to process the crime scene for a follow-up investigation and to carry the investigation as far as possible within the crime scene in the time allowed.

Officer Rescue

Suspicious Incident
Hosted by the Denver and Brighton Police Departments
Explorers were dispatched to a 911 hang-up. Upon arrival they discovered the apartment door had been forced open. Explorers were expected to conduct a tactical search of the apartment, identify a suspect and a victim, take the suspect into custody, rescue the victim and complete a preliminary investigation, identifying the crimes which were occurring inside.
Explorers were judged on: · Officer safety · Communication with complainant, victim, witnesses and suspects (if necessary) · Tactical choices and execution (if necessary) · Arresting/detaining, controlling, and securing subject(s) (if necessary) · Team communication, spirit, and enthusiasm · Preparedness, including equipment

Hostage Negotiation

Responding officers report that an unknown subject or subjects appear to be barricaded, it is unknown if there are any hostages. Explorers must respond to the command post, set up, and take all appropriate actions in the role of hostage negotiations.
The judges will be grading on the following: * Communication with the hostage taker (this will involve active listening) * Communication with teammates * Information gathered during the scenario * Safe surrender of hostages

Domestic Crisis

Explorers were dispatched to a family dispute in progress. Explorers were expected to defuse the situation, establish and maintain control of the scene, and to investigate whether or not any crime has occurred. Explorers had to correctly identify criminal acts and make appropriate arrests if necessary. If any arrests were made, explorers were expected to identify appropriate criminal charges.

Report Writing

The team wrote a report based on the Domestic Violence scenario. One face sheet was be completed for each team. Each team member was be required to complete a narrative report. Each member’s individual report should have covered the basic facts of the incident as discovered during the investigation. The individual reports should also have explained the action taken by the writer of that report. If the team felt it was necessary a property report could also be completed.

Warrant/High Risk Entry

Teams were expected to conduct a dynamic entry on a known dangerous felon with an outstanding warrant. Teams had to plan and execute a coordinated movement against a non barricaded location, conduct a search, secure all persons present and identify and arrest the wanted party.
Judges considered planning, communication, movement and general officer safety rules. Teams had the option to give the judges the details of their plan at the start of the competition, to and request additional equipment as part of their plan.

Night Time Tactical

Teams were challenged to develop and implement a response to a tactical situation. Teams were given a scenario and asked to spend a few minutes to prepare a response. Teams were judged on basic officer safety, teamwork, and communication and planning.
The tactical exercise is not part of the team competitions, so each post could field as many teams as they desired. Teams consisted of 5 to 10 members from one post or combined posts. This exercise involved live fire situations with the use of Airsoft pistols and shields. All equipment was supplied.
This event was an exhibition event with no medals awarded in 2008.
